SCHOA BOARD MEETING MINUTES
OCTOBER 17, 2023

• Treasurer’s report: Chris states the HOA finances are
in good shape due in part to underspending on various projects. Work on the
dock and on the mailbox kiosks came in substantially
under budget thanks to Paul Martin’s leadership on the projects and assistance
from several neighbors in getting the work completed, leaving $15,000 left
over. Also, water has been turned off in the Commons area until the irrigation
system is fixed, leaving the water budget with a surplus of $3,000. The summer
picnic came in $500 under budget. Only a handful of residents who pay quarterly
dues have outstanding balances at this time.
• Nancy and Brian Muirhead
have donated the two picnic tables in the Commons to the neighborhood for all
to enjoy. Thank you!
• Survey: Chris, Nancy and
Kristen have not met to discuss the results of the survey. Chris said he would
try to convene a meeting.
• Goose fence: Dave provided details for the goose fence
to be installed at the water’s edge in the Commons. No-dig posts will be used
to support 4.5 foot wide sections of fencing, with a
new gate at the dock entrance. Installing the fencing and gate components at
the dock will require some site adjustments, possibly using concrete to help
fill the area and anchoring the dock to it. Projected expenses will include the
gate, 12 sections of fencing, and 18 posts for a total cost of $932, not
including taxes and materials for any site adjustments. It was suggested that
the work could again be done by neighborhood volunteers, but that the work
should be pushed to spring for better weather/working conditions. It was also
suggested that materials be bought ahead of time so the project will be ready
to go as soon as conditions permit.
• Nancy was not available to give a report on the summer
picnic, but Chris stated Nancy got overall good response for the event, and
that lessons were learned for future events, i.e.
don’t purchase so much food.
• Chris discussed the utility pole that has been lying
on South Cove property on Yelm Hwy. for quite some time. He spoke with a PSE
representative about suspected damage to our irrigation system from the pole, and was told PSE has an account for any property
damage/damage to sprinklers. The pole is scheduled to be erected soon, possibly
late October. Chris also mentioned the non-functioning street
light on 68th, but has not heard back from PSE about that. He
also brought up the idea of having all street lights
in the neighborhood assessed, with the possibility of replacing and upgrading
all of them. There is money in the budget to do this, bringing a professional
in to do the work. He will report further at the next meeting.
• Sprinklers: Laurie has not heard back from Oscar on
the cost of fixing the sprinklers in the neighborhood that are
in need of repair, namely along Kelley Beach and in the Commons. Laurie
will reach out to him again.
• Laurie also gave a report on the success of the mole repellers she placed along Kelley Beach. The repellers seemed to work well, though a couple were
destroyed by the mowers. She will purchase another set of solar powered ones
for use along Yelm Hwy. and purchase battery powered ones for use along the
shady areas on Kelley Beach. Total cost will be approximately $200.
• There was no member of the welcoming committee
present, but Nancy is continuing to gather names of new residents and visit
with them to welcome them to our community.
• Chris will provide Gordon with an updated email list
of all residents.
• New resident Bret Kreier,
who has a background in water management, was on hand to provide us with
information on the Pattison Lake Management District committee, of which he is
a member. PLMD works with the Environmental Health Dept. (former contact was
with the Public Works Dept.) to address the health of public waters. Using
IVAMP – integrated vegetation and aquatic management plan – PLMD hopes to look into invasive species in Pattison Lake, and to
investigate the sources of nitrates and phosphorus in the water and how best to
manage them. They will work closely with similar representatives from Offat Lake, Lake Lawrence and Long Lake. PLMD is hoping to
secure two grants, one for $30,000 and one for $50,000, to address the health
and risks to Pattison Lake, i.e. how to control algae
blooms, and possible fixes for any issues found. IVAMP will be used to conduct
a survey of the lake water in order to start the
process of fixing any water quality issues. Chris mentioned the recently
imposed taxes paid by homeowners near or on lakefront property that helps
offset water quality management. There was discussion that a presentation could
be given at the annual meeting in January, 2024. Bret
also said there is a newsletter available for those interested in further
knowledge on the subject, as well as volunteer opportunities for work to keep
the lake in good condition, like removing lily pads.
• Chris gave a report on the use of Clear Water Utility
for backflow testing. He said there were a few issues this year, like some test
results not being submitted to PUD, but that PUD admits it is having issues
getting reports filed in a timely manner. If anyone has had issues with Clear Water
or with the PUD, please contact Chris. The HOA can help with the resolution of
any problems. This will also be addressed at the Annual Meeting.
• Chris suggested it would be helpful to have notes from
annual meetings, board meetings and financial reports in one easily accessible
location. Real estate agents routinely ask or this information.
• THE ANNUAL MEETING WILL BE HELD IN PERSON NEXT YEAR. THE MEETING WILL BE ON WEDNESDAY, JANUARY 17TH,
2024, AT 7:30 P.M. AT SUNBREAK CHURCH ON YELM HWY. MARK YOUR CALENDARS NOW!! The
proxy box will again be used, as it proved very useful this past January. A
meeting agenda will be made available prior to the annual meeting.
