SCHOA BOARD MEETING MINUTES

JANUARY 23, 2024

 

Present: Gordon Baldwin, Chick Barcellona, Christine Dean, John Ewing, Mindy Ewing, Laurie Kirschner, Chris Regan

 

2024 SCHOA officers were elected. They are:

   President – Gordon Baldwin

   Vice president/IT assistant – Christine Dean

   Treasurer – Chris Regan

   Secretary – Mindy Ewing

   Landscaping – Laurie Kirschner, Chick Barcellona

   Maintenance – Christine Dean with assistance from Jamie McCarthy and John Ewing. Maintenance Consultant – Brett Sevruk

Architecture – Gordon Baldwin

 

   Gordon and Christine will work together to continue to improve the SCHOA website, which is found at http://schoalacey.com.

 

   The maintenance committee will work closely with Brett Sevruk, who will offer suggestions on upcoming projects and help with cost estimations.

 

    A donation of $200 was approved for Sunbreak Church for the use of their facilities for the 2024 SCHOA Annual Meeting.

 

    The repair of the light fixture at the top of 68th Ave. will begin on February 7th. The work will be done by Shocking Difference. The expected cost will be approximately $1,000 if the light is repaired by replacing the transformer, bulb and glass. If the fixture is converted to LED, the repair will cost approximately $800. This decision will be made at the time of repair and will depend on whether the LED conversion would match the rest of the lights in the neighborhood. Chick is going to investigate whether PSE actually owns and is responsible for the bulbs, and if so, if can we charge them for the replacement.

 

    Per last year’s survey, the number one response on necessary improvements to the neighborhood was repairing/replacing the boat rack and improving the overall appearance of the Commons. A number of residents consider the boat rack to be an eyesore. The first problem is to identify the owners of the boats currently on the rack, and remove those boats that are abandoned or derelict. The remaining boats will need to be identified by lot number. The condition of the boat rack was also discussed, with the possibility of rebuilding it to be more attractive and easier to use – the top slots are too high to be easily accessed. It was agreed a lower, wider rack would be more practical. It was suggested that residents be surveyed to see how many would be interested in securing a storage slot on the rack. The idea of a lottery system was suggested if interest is greater than the available spaces.

 

    The question of who owns the perimeter fencing along Yelm Hwy. and Kelly Beach Rd., which was raised at the annual meeting, was discussed. It was determined that the HOA owns the fencing and would be responsible for any future repairs or replacement. The question was raised as to whether the CCRs need to be updated or reworded to clarify ownership. It was suggested that residents whose property is bordered by the fence keep their side of it clear of vegetation and try to help keep it in good repair. It will hopefully not need any repair for several years. A suggestion was made to regularly set aside an amount from the maintenance budget to help offset the eventual costs of repair or replacement, creating a “Fence Fund”.

 

    A request has been made for a bid from Samuel Hill for landscape services for 2024. It is currently pending. His company has been very good to work with in the past. The landscaping committee will ask them if they will help keep the storm drains clear of leaves and debris as part of their regular cleaning and maintenance work.

 

    Brett Sevruk, who reattached the dock to the shore when it broke loose at the end of 2023, noticed that the underside of the dock is rotted. He estimates it will cost no more than $1,000 to rebuild. Christine will talk to Brett and Paul about dock work, and will also contact Dave Hamilton about proceeding with the previously approved installation of the new goose fence along the lake front.

 

The next meeting of the SCHOA will take place on March 5, 2024 at the Kirschner home, 8025 68th Ave. at 6:30 p.m.
