SCHOA BOARD MEETING MINUTES

MARCH 26, 2024

 

Present: Gordon Baldwin, Chick Barcellona, Christine Dean, Mindy and John Ewing, Reed and Susan Gordon, Laurie Kirschner, Jamie McCarthy, Chris Regan

 

The meeting was called to order at 6:35 p.m.

 

   Reed and Susan Gordon have graciously agreed to take over the duties of Treasurer for SCHOA. Current Treasurer Chris Regan is leaving the neighborhood. Chris’s term will end on April 30. The Gordons will begin their term on May 1. Chris is in the process of helping the Gordons with the transition process. New Treasurer contact information will be:

   New dues statements will be going out soon.

   The sink hole next to the wet pond in the Commons was the other major item of business for last night’s meeting. Thurston County Public Works ran a camera through the drainage pipe that runs from 68th Ave. at Mirror Ct. to the wet pond. The entire pipe could not be accessed due to it being clogged with mud and sediment. The first 212 feet of pipe was clear and in good condition. The last 33 feet of the pipe was not accessible because of the clog of sediment. There is still a small area within the pipe for water to flow, but it is greatly reduced from what it should be. The camera was not able to get a look at that last 33 feet, so it is unclear if the pipe is compromised in some way – a break or leak – that could be causing the sink hole. It was noted that the hole is slowly getting bigger and deeper. It was agreed that immediate action needs to be taken to clear the obstruction in the pipe so it can be examined in its entirety. Thurston County is not responsible for the repair because, during construction of the neighborhood, the developer improperly installed the pipe to run under private property instead of keeping it on public land. Therefore, the HOA will be responsible for whatever repairs will be needed. Also, as this is a water issue, the repair will not be covered by the HOA insurance policy. A special rider would be required. The wet pond will also need to be dredged and cleaned out, but it was felt this could wait until drier weather when that work would be substantially cheaper. At this time, the decision is to clear the pipe, then evaluate what needs to be done to fix any leaks or breaks that are causing the sink hole. Christine is getting quotes from companies for the work. It is hoped that Thurston County Public Works will be willing to again run their camera through the pipe once it is clear and they can access the full length.

 

   Due to this unforeseen expenditure, other area work has been temporarily put on hold, namely the construction of a new goose fence along the lake, and the design and installation of a new irrigation system for the bed at the entrance to the Commons.

 

   The next SCHOA board meeting will take place on April 29, 2024 at the Ewing home, 6718 Mirror Ct., at 6:30 p.m. The board will notify residents with any new major developments regarding the sink hole.
