SCHOA BOARD MEETING MINUTES

AUGUST 12, 2024

 

Present: Gordon Baldwin, Chick and Sandi Barcellona, Christine Dean and Jamie McCarthy, John and Mindy Ewing, Laurie Kirschner, David Hamilton, Tracy MacMillan

 

The meeting was called to order at 6:34 p.m.

 

   Tracy gave a detailed Treasurer’s report, showing that the neighborhood is slightly over budget on water and power, and slightly under budget on maintenance thanks to the success of neighborhood work projects. For the most part, dues are up to date. With the bills that are outstanding, the end of year budget will show a balance of around $10,00.00. This does not include the amount for clearing the pond.

   The wet pond has been reclassified as a settling pond by Thurston Count PUD. The difference is that a settling pond does not have to hold water, as does a wet pond. According to county engineers, our pond does not need to have a liner when it is dredged, which will help lower the cost. That said, the pond will need to be dredged before the rainy season to be compliant with county requirements. There will not be enough money in the budget to cover the cost of this work. Therefore, there will need to be an assessment for each home in South Cove. The exact amount has not yet been determined, pending final bids and eventual final costs for the work. So far, Howard’s Construction and Excavating, LLC is the lowest bidder. The bid from this company only covered dredging down one foot. It was decided by the board that dredging down two feet would be more efficient in the long run and will hopefully lengthen the time until it needs to be dredged again. A motion was made by Mindy Ewing and seconded by Laurie Kirschner to have Howard’s rebid the contract to reflect the deeper dredging. The vote was unanimous in favor of this rebid.

   The Board decided to only consider work on the settling pond this year due to financial restraints. Next year it will be necessary to address the health of the dry pond (the Commons) and the failure of the storm drainage pipe that was responsible for the formation of the sink hole at the Commons. The assessment for this year’s work and future infrastructure projects will be the topics for the upcoming General Meeting. The work on the settling pond has to be done this year if the neighborhood is to remain in good standing and be compliant with County requirements.

ON THE SETTLING POND AND THE NEEDED ASSESSMENT FOR EACH HOUSEHOLD. PLEASE PLAN TO ATTEND, OR MAKE SURE SOMEONE HAS YOUR PROXY VOTE. THE BOX FOR PROXIES WILL GO UP SOON AT THE TOP OF 68TH AVE. YOU ARE WELCOME TO BRING CHAIRS FOR YOUR COMFORT.
