SCHOA BOARD MEETING MINUTES
DECEMBER 9, 2024
Present: Gordon Baldwin, Chick and Sandi Barcellona, John
and Mindy Ewing, David Hamilton, Laurie Kirschner, Tracy MacMillan
The meeting was called to order at 7:04.
- Sandi
gave a report for the pipe committee. The county is bringing the remote
video camera on Wednesday morning to repeat a scope of the drainage pipe.
It is hoped that an assessment of the health of the pipe can be provided
on the spot. We will be provided with a copy of the video. Jim Leamy from
the county, who had been our contact, has retired, so we will now be
working with his supervisor. Sandi reported that a liner for the pipe is
not an option because it would collapse in the event of a full collapse of
the current pipe. Our best options are a pipe-in-pipe fix, or an open cut
to completely replace the pipe. Sandi has received two estimates for a
pipe-in-pipe repair. Grants are being investigated to help with the
cost of the eventual repair. Brian Muirhead is currently working on
writing a grant. Tracy has submitted an official request to the county for
all paperwork dealing with the development and building of the neighborhood.
Results of all this activity, and the financial impact, will be discussed
at the annual meeting in January.
- Chick
gave an update on the required Reserve Study Plan to provide for a
financially healthy HOA as required by the State. CEDcore
has been chosen to help us set up our Reserve Plan to fulfill state
requirements and to provide for adequate finances to maintain the
neighborhood infrastructure and cover recurring and emergency expenses.
The pipe repair was not included in this initial tabulation. It is hoped
the camera scope will show we have some time to build financing for this
project, but there is no guarantee. An assessment will likely be required. It
is further hoped that the assessment can be done in small increments, as in: annual dues plus a small assessment toward future
pipe repair.
- Tracy
gave a report on the budget. There will not be enough income for the next
year to cover expenses, so the board will be discussing an increase in
annual dues at the annual meeting, as well as areas where we might cut
some expenses. Landscaping is one area where we might be able to cut back
on some services in order to save money. The
results of the Reserve Study Plan will also help the Board determine how
much dues will need to be increased.
- Laurie
reported that our landscaper, Samuel, had called her to report branches
and other detritus left along the fence line on Yelm by workers surveying
for the future roundabout at Yelm and Spurgeon Creek, which will encroach
on South Cove property. It is hoped the county will clean up their mess so we are not left with possibly having
to pay Samuel to clean it up. The situation will be monitored.

THE 2025 BUDGET, THE PIPE REPAIR, AND THE RESERVE STUDY
PLAN WILL BE DISCUSSED. GORDON WILL BE PLACING FURTHER INFORMATION AS WELL AS
PROXY FORMS IN ALL MAILBOXES. THE BOX TO RETURN PROXIES WILL BE PLACED ON 68TH
AS USUAL. PLEASE PLAN TO ATTEND!
The next Board meeting will take place on January 13, 2025 at 7:00 at the Ewings’ house.
