SCHOA BOARD MEETING MINUTES

SEPTEMBER 23, 2025

 

Present: Gordon Baldwin, Chick and Sandi Barcellona, Jeanne Englert, Mindy Ewing, Laurie Kirschner, Tracy MacMillan, Brett Sevruk

 

The meeting was called to order at 7:08 p.m.

 

    Tracy gave an update on the budget. Almost all dues are up to date, with four households being delinquent. Residents are advised to pay in a timely manner to avoid late fees.

    Tracy discussed the higher than usual water bill. Laurie reported that the sprinklers were supposed to be set to run twice a week, but it was discovered that the control box had been tampered with, and the sprinklers were running 5 days a week. Ben and Laurie reset the timer back to two days a week. Jeanne and Bret will purchase a lock to secure the box. It was also recommended that the sprinklers could be turned off at this time since rain will be returning soon. Laurie reported some sprinkler heads along the fence on Yelm Hwy. have been broken off and will need to be replaced.

    At the Annual Meeting next January it will be necessary to address the ongoing costs of controlling invasive plants that residents have on their property. It may be necessary for those residents to contribute financially to the control of these invasive plants.

    Tracy reported a questionable person at her house and around the neighborhood. At one point, the person become hostile toward her. She followed the person in her car, and watched that person cut through the trail to the bus stop and board the #94 bus. It was discussed that the neighborhood might need to put a fence with a gate at the end of the cut-through on Yelm Hwy. to keep people from entering the neighborhood for questionable purposes.

    Jeanne gave an update on the necessary removal of dead branches and tree pruning, including the tree that is covering the street lamp at the curve on 68th Loop. Sanchez Tree Service has been hired to perform this work, which will take place this next week on Oct. 1. Jeanne also suggested a work party to clean up trash around the neighborhood, replant the barberry bushes around the wet pond, and to remove dead branches that are easy to reach from the ground. She will send out an email to that effect at a later date.

    Neighbors are reminded to keep trees on their property trimmed to prevent them from hanging over the street and obstructing traffic, or hanging over their property line into a neighbor’s yard. It will be requested at the Annual Meeting that residents be good neighbors, don’t plant invasive species, and keep trees and plants well-maintained.

    The perimeter fence was discussed. A vote was taken at the last Annual Meeting, with residents in favor of gifting the perimeter fence to the homeowners whose land is bordered by the fence. It was decided this would be explored and studied over the course of 2025. This will require new regulations and standards to be written into the CC&Rs. At the next Annual Meeting, the Board will put forth language concerning these new maintenance standards and regulations that homeowners will be required to follow. After the January meeting and vote, a lawyer will be needed to draw up the official language to amend the CC&Rs.

    An idea was discussed to put up new fencing around the outside of the wet pond, outside the gated area. The current fencing is in great disrepair and is all tangled in the bushes. This prevents the landscapers from being able to prune the barberry bushes around the pond. The Board discussed planting new barberry bushes around the pond and setting the new fencing back from the bushes. Brett will investigate ways this could be done.

    Gordon will revise the current Reserve Study Plan and present the new 2026 plan at the next Annual Meeting.

    Please remember that all boats must be removed from the boat rack at the end of September. No boats may remain on the rack over the winter months.

 

The next meeting will take place on November 12, 2025 at the Barcellonas’ home, 8037 68th Ave. at 7:00 p.m.
