SCHOA BOARD MEETING MINUTES

NOVEMBER 12, 2025

 

Present: Gordon Baldwin, Chick and Sandi Barcellona, Jeanne Englert, Mindy Ewing, David Hamilton, Laurie Kirschner, Tracy MacMillan, Brett Sevruk

 

The meeting was called to order at 7:04p.m.

 

    Budget report by Tracy – Only one resident is delinquent on dues in the amount of $200. Tracy is charging that person late fees until the dues are paid in full. There has been $36,000 in income this year. Power is slightly over budget, and water is substantially over due to the control box for the irrigation system being tampered with. The cost of the removal of the quaking aspen trees between Nanette’s house and the Commons has been covered by three residents – thank you! The trees needed to be removed because the roots were becoming quite invasive. Only $1,090 is being added to the savings account this year, less than had been planned. This was due to the water bill being so far over budget. This extra will bring the savings account balance to $7,000. With careful planning, the contribution to the savings account should be higher next year.

    Gordon gave an update on the South Cove Reserved Study Plan. Barring any major expenses, the fund should show steady growth over the next several years. The Board will continue to monitor the Reserve Plan and adjust finances as needed. Residents are advised this is only a plan. Actual revenue will be very fluid due to external issues, such as the rate of inflation or unexpected repairs.

    An extensive discussion was held regarding the transfer of ownership, maintenance, and upkeep of the perimeter fence along Yelm Hwy and Kelly Beach from HOA custody to each affected individual property owner. This transfer of ownership will be voted on at the Annual Meeting in January, 2026. The Board will meet again on November 19 at the Ewings’ home to develop language concerning border fence ownership and the required maintenance of each home’s section of fencing. Maintenance standards will need to be established and enforced. Information about this topic will be available before the vote is held at the Annual Meeting.

    A discussion was held concerning the matter of some homeowners not maintaining their properties to required standards, e.g. peeling paint, or private fencing collapsing or being in disrepair. Some disrepair issues are County issues, some are HOA standards issues. The Board agrees it has been lax in enforcing these standards and dealing with violators. The Board agreed it needs to start notifying problem property owners of the maintenance issues, setting a time frame for the problem to be fixed, and assessing fines if the issue remains unresolved.

    Brett gave a report on fencing to protect the side of the retention pond outside the Commons area. The existing fencing is old and covered completely with barberry and blackberry bushes. The old fencing would be removed and new fencing would be installed a few feet back from the bushes. Brett reported that it could be done with either 40 inch or 48 inch fencing, and would run from the gate, around the front cul-de-sac side of the pond and as far as the end of the hedge at the southwest corner of the Commons. The final length would be between 130 and 160 feet. The cost would run from $2,700 to $3,200 depending on final height and length. The issue was tabled until spring.

    Laurie has received a bid from Oscar to install new sprinklers in the Commons and a water pipe at the dock. He would charge $3,000 plus tax, which would include the cost of winterizing for four years. It was decided that she would try to get other bids for comparison before making the final decision.

    The impact on South Cove of the new roundabout at Yelm Hwy and Spurgeon Creek was discussed. The roundabout will take some of the common area property close to that intersection. The Board will investigate full compensation for the property that will be taken by the County for the project, as well as reimbursement for any damage to South Cove’s infrastructure.

    Mindy gave a report on the back flow testing that was done in the late summer. Tim from Clearwater Utility had some issues with his database, causing confusion when residents received second notices from the Thurston County PUD regarding the need for testing. He has recently confirmed that testing results for all the participating properties have been received by PUD.

    For residents who still have a boat on the boat rack – your boat should have already been removed. Please remove your boat immediately.
